A kinematic Rigidbody2D parented to another kinematic Rigidbody2D doesn't allow any velocity if the parent isn't sleeping
To reproduce this issue:
1. Open the attached project
2. Open 'test' scene
3. Observe the sin wave movement of the cube.
4. Set the Parent Rigidbody2D's sleep mode to Never Sleep
5. Observe that the movement has now completely stopped
