How we can reproduce it using the example you attached
Repro Steps:
1. Open a fresh new project in 2019.2
2. Download the LWRP package and 2D Spriteshape Package from Package Manager
3. Note that you get a bunch of warnings and errors stating GUID conflicts

One fix is to copy the 2D path package from /Library/PackageCache to /Packages/ and changing the json version to something higher than LWRP
