[Android] FrameTiming.gpuFrameTime is showing a clock in milliseconds that increases by 1000 every second when built on Android

Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/Empty.unity” Scene
3. Build and Run
4. Observe the numbers of GPU ms in the Player

Expected result: Shows a small number that is less than 30ms
Actual result: Shows a clock in milliseconds that increases by 1000 every second

Reproducible with: 2022.3.10f1, 2023.1.14f1, 2023.2.0b11, 2023.3.0a7
Not reproducible with: 2021.3.35f1
