LocalizationSettings.ProjectLocale is null when used for the first time after opening a project
Reproduction steps:
1. Open the attached “ReproProj” project
2. In the top menu bar, click “Debug” -> “Print Project Locale”
3. Observe the Console logs
Expected Result: The first log says “French (fr)”
Actual Result: The first log says “null”
Reproducible with: 1.3.1 (2021.3.42f1), 1.5.2 (2021.3.42f1, 2022.3.41f1, 6000.0.14f1)
Reproducible on: Windows 10, MacOS 13.6.6
Not reproducible on: Windows 11
