The Menu options in the Input System window do not appear when right-clicking an Action item
Reproduction steps:
1. Open the attached “IN-86111” project
2. Inside the Project view, open the “InputActions” asset by double-clicking it
3. In the “Actions” tab, right-click on the “New action” item
4. Observe the Input Actions window
Expected result: A menu list appears
Actual result: A menu list does not appear
Reproducible in: 1.9.0 (2022.3.50f1), 1.11.1 (2022.3.48f1, 2022.3.50f1)
Not reproducible in: 1.7.0 (2022.3.47f1), 1.8.0 (2022.3.50f1), 1.11.1 (2021.3.43f1, 6000.0.22f1)
Reproducible on: Windows 10 (by reporter), Windows 11
Not reproducible on: No other environment tested

- In 2022.3.47f1, the default Input System package version is 1.7.0, in 2022.3.48f1, it is 1.11.1
