Decimal mark (point) not selectable in Android Build for older Android devices

Steps to reproduce:
1. Open attached project "Ui bug.zip"
2. Build for Android with specific old device(s)
3. Tap the input field to activate keyboard
4. Notice that there's no way to actually input a decimal point

Expected: You should be able to input a decimal point, this being a decimal point type input field and all
Actual: You're only allowed to input numbers, but no decimal point

Reproduced on: 2017.3.0f2, 2017.2.0f1, 2017.1.2p4, 2017.1.0b9, 2017.1.0b7
Not Reproduced on: 5.6.4p4, 2017.1.0b5

Note: Building on 2017.1.0b1 crashed the device
