How to reproduce:
1. Create or open any project
2. Position Project window to the lower half of the Editor
3. Click on the + just below the 'Project' tab ('Create' on earlier versions)
Expected result: Context menu appears with no vertical offset
Actual result: Context menu appears with a vertical offset, proportional to how low the Project window is
Reproducible with: 2017.4.32f1, 2018.4.8f1, 2019.2.4f1, 2019.3.0b2, 2020.1.0a2

Resolution Note (2020.1.X):
Unfortunately this is a bug in GTK ComboBoxes. It occurs in other GTK-based apps as well, such as GIMP. Basically, it draws enough space for the combo box to be full if scrolled all the way down.
