Regression

Y-Flipped Visual Element has a gap between its parent when it's resized
Reproduction steps:
1. Open the provided project
2. Open “BrowserView2.uxml” with the UI Builder
3. Stretch the canvas vertically by clicking the bottom border and moving up/down
Expected result: The canvas remains completely green
Actual result: A gap appears at the top or bottom of the VisualElement
Reproducible with: 2021.3.12f1, 2022.1.20f1, 2022.2.0b11, 2023.1.0a14
Could not test with: 2020.3.40f1 (UI Builder package is not built-in)
Reproducible on: macOS 12.6, Windows 10 (reporter’s machine)
Notes:
- The UI Builder package became built-in
- Toggling the pivot point to something else and bringing it back to the center temporarily fix the problem
