[XR][XRSDK] There's no 3D Layout option for Panoramic Shader with the new XR SDK
Repro steps:
1. Create a new project
2. Add XR SDK
3. Create a new material
4. Choose the Skybox Panoramic shader
Actual: There's no 3D Layout option
Reproducible with: 2019.4.0f1, 2020.1.0b12, 2020.2.0a15

6 months later, still there. Please fix it.
