[XR] XR Plugin Manager doesn't clear the BootConfig when there isn't any loader
Reproduction steps:
1. Open the user's attached project
2. Open Assets > Scenes > SampleScene
3. Open File > Build And Run
4. Observe the build
5. Open Edit > Project Settings > XR Plug-in Management
6. Disable "Oculus"
7. Open File > Build And Run
Expected result: The build boots without any error
Actual result: The build boots with the error: "Plugins: Failed to load 'OculusXRPlugin' because one or more of its dependencies could not be loaded."
Reproduced with: 4.2.1 (2019.4.36f1, 2020.3.31f1, 2021.2.16f1, 2022.1.0b12, 2022.2.0a8)
