[XR][URP] MSAA does not get applied when it is enabled
Reproduction steps:
1. Open the user's attached project "UniversalRPAntiAliasingBugReport.zip"
2. Load the "SampleScene"
3. Select the "UniversalRP-ForBugReport.asset" in the Project window
4. Make sure MSAA is Disabled
5. Enter Play mode and note that edges of surfaces are jittering
6. Change MSAA to 8x
Expected result: edges of surfaces are not jittering
Actual result: edges of surfaces are jittering
Reproducible with: URP 7.5.2, 7.5.3 (2019.4.20f1, 2020.2.0a11)
Not reproducible with: URP 7.5.1 (2019.4.20f1), 8.0.1 (2020.2.0a11), 10.3.1 (2020.2.4f1), 11.0.0 (2021.1.0b6), 12.0.0 (2021.2.0a4)
