[XR][URP] Fog is shifted in the right eye when Deferred rendering path is used with Single Pass Instanced render mode
Reproduction steps:
1. Open the attached project ("Issue-URP-VR-deferred-fog.zip")
2. Open the SampleScene and enter Play mode
Expected result: Fog is rendered the same as in the left eye
Actual result: Fog in the right eye is shifted (see "VAGLP3zTMd.gif" GIF)
Reproducible with: URP 12.1.2 (2021.2.7f1), 13.1.3 (2022.1.0b2)
Could not test with: 2019.4.34f1, 2021.2.0b5
