[XR] Terrain billboards are unlit
Reproduction:
1) Create a new project and add terrain and trees to the scene.
2) In playmode (or a standalone) adjust the directional light's rotation/color/intensity or adjust the ambient environment color/intensity.
Expected Results: Lighting on billboarded trees should match mesh trees.
Actual Result: Billboarded trees are unaffected by color and intensity of light.
