[XR][WindowsMR] Real time lighting with XRSettings.renderViewportScale < 1 drops incorrect shadow.
Steps to reproduce:
1. Download 114284_repro.zip and open "start" scene
2. Change the platform to UWP
3. Enabled XR in Player settings
4. Enter play mode
5. Press "V" to change Render Viewport Scale
Expected results: shadows are rendered correctly
Actual results: shadows are rendered incorrectly Render Viewport Scale is less than 1. Looks like shadows are offset.
Reproduced with: 2019.1.0a13, 2018.3.1f1, 2018.2.20f1
Not reproducible with: 2017.4.18f1

Resolution Note:
Unity has recently updated XR to a new plug-in system, XR SDK, and we are no longer supporting the built-in system. Please upgrade to 2019.3 or greater.
