[XR][Oculus] VR judder can be seen through the HMD when changing the camera scale
Reproduction steps:
1. Open attached project ("shrink_plus.zip")
2. Enter Play mode and put on the HMD
3. Using the arrow down key lower the Camera scale below 0.125
4. Move the head around
Expected result: Judder isn't visible
Actual result: Judder is visible
Reproducible with: 2018.4.24f1, 2019.3.16f1, 2019.4.0f1 (Legacy XR)
Not reproducible with: 2020.1.0b13, 2020.2.0a15 (XR SDK)

We've discussed this issue with our partners at Oculus and they have said it is an issue in their OVRPlugin. We will be resolving this bug as "Third Party Issue" and closing it. Please reach out to Oculus to discuss this bug if necessary.
