[XR Interaction Toolkit] BC Curve is a static when tilting the controller and having a very high m_EndPointHeight
Reproduction steps:
1. Open attached project ("1245614Repro.zip")
2. Open "SampleScene" scene
3. Enter Play mode
4. Move and tilt controllers
Expected result: BC Curve end point sticks to the plane
Actual result: BC Curve is a static
Reproducible with: XR Interaction Toolkit 0.9.4 (2019.4.6f1, 2020.1.0f1, 2020.2.0a19)
Could not test with: 2018.4.26f1 (XR Interaction Toolkit not available)
