XML files containing comments included in Standalone Build under ProjectName_Data\Managed
Steps to reproduce:
1. Build any project for Windows
2. Go to [Build Folder]\ProjectName_Data\Managed and check out the XML files
Expected result: no XML files in the Managed folder
Actual result: XML files appear amongst the build files
Reproduced with: 2017.2.0b1, 2017.4.6f1, 2018.2.0f2, 2018.3.0a6
Not reproduced with: 2017.1.1f1, 2017.2.0a4
