[WSA][WP8.1][UWP] Lightmaps causing some textures not to repeat on Windows Phone
To reproduce:
1. Build and run attached project
2. Notice that lightmaps are preventing detail textures from repeating
Reproducible: 5.5.0a1, 5.4.0b18, 5.3.4p6, 5.2.4p1
