[WSA] Virtual keyboard does not appear in builds on Surface 3
To reproduce:
1. Create a new project and import the package provided
2. Build win10 VS project and deploy to Surface 3
3. Click the GUI text element
Result: Virtual keyboard does not appear
Reproduced on: 5.6.0b3, 5.5.0p3, 5.4.4f1
