[WSA][UWP] On ARM devices rectangle is displayed instead of development build watermark
Regression from 5.4.0a4
Repro steps:
1. open new project.
2. build and run development build to WSA or UWP platform.
3. deploy application on ARM device (Surface tablet or Windows Phone)
4. in lower right corner observe there's no development build watermark.
