[WSA] Universal 8.1 with generated C# projects fails to deploy
Steps to reproduce:
1. Open any project
2. Build WSA Universal 8.1 SDK project with enabled C# projects
3. Open VS solution and try to deploy
4. Deploy fails with the following output(in the description)
Reproduced with: 5.5.0a1, 5.5.0b1
Not reproducible with: 5.4.1f1
