[WSA] Unity allows building with an expired UWP Certificate
Steps to reproduce:
1. Open the attached project
2. Switch platform to Windows Store
3. Observe the UWP Certificate is expired
4. Build
5. Unity allows building with an expired UWP Certificate
Actual results Unity allows building with an expired UWP Certificate
Expected: Unity should check that the certificate is valid at the beginning of the build process, and fail with a helpful error if the certificate is missing or invalid
Reproduced with: 2017.1.3p2, 2017.2.2p3, 2017.4.1f1, 2018.1.0b13, 2018.2.0a8
