[WP8.1][UWP] Surface shader will not compile due to it having passes that are missing a vertex shader
To reproduce:
1. Build and run attached project
2. Deploy to device with ARM architecture
3. Notice errors in the output
Only reproducible on ARM architecture
Reproducible: 5.4.0b14, 5.3.4p2, 5.2.4p1
