'Work offline' mode is not active on the network loss
Steps:
1. Editor is activated with a valid license
2. Go to Manage license window
3. Choose to activate Personal edition
4. Click Next (to the license activation page, with pro and free as options)
5. Cut network connection
6. Observe that 'Work offline' button appears
7. Click on it and observe that user is not moved to a new page, e.g. to do a manual activation
