Work offline button only works half the time
1. What happened
My internet was down and I clicked the "Work Offline" button in the launcher, but it just stuck on "Loading..." forever instead of showing me the project picker. Restarting the launcher did eventually let me in.
2. How we can reproduce it using the example you attached
No attached project needed (since I wasn't able to open one anyways!). Disable your internet, open the launcher, and select 'Work Offline'. I attached the editor log and there appears to be an exception that caused the error.

Still happening, I'm using 2017.430f1. Why Unity's license api server always have this kind of problem? Please fix this, it's happening a lot in China.

This doesn't appear to be fixed. I am using 2018.3.0f2 and I have this issue 100% of the time.
