[WMR] "Failed to load DLL" error occurs on switching holographic emulation
"Failed to load DLL" error occurs on switching holographic emulation, this occurs first time only
Steps to Repro:
1. Open attached project
2. File > Build Settings > Switch to UWP
3. Window > XR > Holographic emulation
4. Switch holographic emulation to simulate in the editor
Note:
If it's not occurring please try with a freshly installed version of unity
Actual Result:
Failed to load DLL error occurs
Expected Result:
holographic emulation is switched without errors

still occuring with 2019.2.9f1 but only when selecting Emulation Mode "Remote to Device" and Device Version "HoloLens2"
