Winsparkle.dll is not recognized by the Unity when it's placed in the Plugins folder
How to reproduce:
1. Open the attached project
2. Enter the game mode
3. Inspect the Console window
Expected: Winsparkle.dll is recognized by the Unity and then the Sparkles GameObject becomes green
Actual: Winsparkle.dll is not recognized by the Unity and the error: "SoftwareUpdateCheck could not initialize the Sparkle Object due to error: WinSparkle.dll" is thrown
Reproduced on: 2017.4.11f1, 2018.1.9f2, 2018.2.8f1, 2018.3.0b2, 2019.1.0a1
Note: WinSparkle.dll is recognized by the Unity when it's placed in ProgramFiles/Unity/Editor

Resolution Note:
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
