[Windows] Videoplayer restarts from the beginning after seeking to a random frame
Reproduction steps:
1. Open the attached project named "Case_1158888"
2. Play the Scene and click 'S'
Expected result: Video player seeks to the desired frame (Track_1158888_V1)
Actual result: Video player seeks to the first frame (Track_1158888_V2)
Reproducible with:2018.3.0a7, 2018.4.2f1, 2019.1.0a9
Not reproducible with: 2017.4.29f1, 2018.3.0a6, 2019.1.0a10, 2019.1.7f1, 2019.2.0b6, 2019.3.0a6
