[Windows] Using the shortcut for "Frame Selected" acts like "Lock View to Selected"
Repro steps:
1. Create a new project
2. Create a Cube in the Hierarchy
3. Position the cursor in the Scene View
4. Press F on the keyboard
5. Move the Cube using one of the arrows of the Move Tool gizmo
Expected: One tap of F focuses the selected frame
Actual: One tap of F acts like "Lock View to Selected". When you move the cube, the camera snaps to the new position.
Reproducible with: 2017.4.9f1, 2018.1.9f1, 2018.2.4f1, 2018.3.0a8
Notes:
- This behavior occurs only on Windows
- Edit -> Frame Selected, works as expected
- If it doesn't reproduce on the first try, reopen the project and try again from step 2
