[Windows] Touch Screen does not minimise, maximise or close a running Build
On desktop touchscreens like a Lenovo IdeaCentre, the window can't be minimised, maximised or closed with a touch
To reproduce:
1. Download attached project "TouchScreenCloseWindow.zip" and open in Unity
2. Open "Text" scene
3. Go to "Player Settings" and set "Display Resolution Dialog" to "Enabled"
4. Build & Run this project
5. Select "Windowed" mode and press "Play!"
6. Maximise window
Note: Observe that it will work with a touch
7. Minimise or close window
Note: Observe that it will not work with a touch
Notes:
- This issue appears only on Windows
- To reproduce this issue you will need desktop touchscreens like a Lenovo IdeaCentre
- You can only maximise it with a tap but that's all
- With a mouse, everything is working as expected

Reproduced on Unity 5.6.4p3, 2017.1.2p3, 2017.2.0p3, 2017.3.0b11 and 2018.1.0a5
