Windows resized independent of cursor when trying to double-click drag resize
Reproduction steps:
1. Open new Unity project with Default layout
2. Expand Inspector window until the middle of the Editor
3. Double click on the edge left edge of the Inspector window
4. Attempt to drag-resize
5. Repeat steps 3-4 with slight changes in mouse position until issue is reproduced
Expected result: No change in behavior
Actual result: Inspector window is resized independently from the cursor, and begins jumping if continued to drag-resize
Reproducible with: 2018.4.26f1, 2019.4.7f1, 2020.1.1f1, 2020.2.0a20
Note:
Issue reproduces with any layout, and with any number of 'stacked' windows, though it's behavior is more severe when using the "Tall" layout
