[Windows] Popup Window does not receive mouse events when hovering cursor over the topmost pixels
How to reproduce:
1. Create a new empty project
2. From the Scene view View Options toolbar, select the Effects button and menu (activated by the icon to the right of the Audio button)
3. Direct the mouse cursor and click over the few topmost pixels of the Popup Window
Expected result: the Skybox option is highlighted and can be selected within the full area
Actual result: the Skybox option is not highlighted within the first 3-5 pixels, and cannot be selected (click does not respond) within the first 3-7 pixels
Reproducible with: 2019.4.38f1, 2020.3.34f1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a11
