[Windows] Menu Item entries are limited to 1000
How to reproduce:
1. Open the attached 'project-1219404.zip' project
2. In the Editor select 'Menu' and scroll to the end
Expected result: 1999 menu item entries are created
Actual result: 1000 menu item entries are created
Reproducible with: 2017.4.37f1, 2018.4.17f1, 2019.3.2f1, 2020.1.0a24
Note: only reproducible on Windows

I'm having this issue happen when trying to add a script to script execution order! It's making the script execution order window completely unusable if I can't add a new script to it. There aren't even 1000 scripts on there and it's being triggered somehow? Please reopen this!

Marking this as "Won't Fix" really appears lazy, at least give us a reason why

This is so ludicrous, there are going to be many, many cases where this is going to crop up now. The error actually breaks the menus permanently until you restart the editor. Needs a workaround or something, otherwise it is just another thing broken in Unity that worked before.
