Timeline UI elements overlap with the toolbar and property section when resizing a docked Animation window horizontally
*Steps to reproduce:*
# Create a new Unity project using the Universal 3D template
# Open the Animation window (Window > Animation > Animation)
# Dock the Animation window
# Create a new cube GameObject (GameObject > 3D Object > Cube)
# Create a new Animation in the Animation window
# Resize the docked Animation window horizontally to make it the smallest possible
# Observe the Animation window
*Actual results:* The timeline elements overlap with the toolbar and property section
*Expected results:* No UI elements overlap
*Reproducible with versions:* 2021.3.51f1, 2022.3.62f1, 6000.0.50f1, 6000.1.6f1, 6000.2.0b5
*Tested on (OS):* macOS Silicon Sequoia 15.3
