[Windows][Keyboard] Context menu key is not reported.

The old input system report the key as Menu key, but not on the new ISX.
Repro:
1. Download project and package: https://github.com/Unity-Technologies/InputSystem
2. Go to Assets -> QA -> Input_Test -> Scenes -> 02_Input
3. Enter Playmode in Editor or build and run a Player
4. Press the Menu key on keyboard
Actual: Context menu key is not reported by the new ISX
