[Windows] Incorrect mouse position on 2 monitors with different zoom settings
How to reproduce:
1. Create new empty project file
2. Set the second monitor zoom to 125% in windows display settings
3. Leave parent editor in the first monitor (with 100%), Game and Scene View drag to scaled monitor (separate windows, or docked)
4. Select Console Window and enter Play Mode
5. Go around Game View with mouse
Actual result: If you drag mouse into Game View, it will suddenly move back out of Game View
Reproduced with: 2017.2.1p2, 2017.3.0p3
Not reproduced with: 2017.1.3f1, 2018.1.0b4
