Windows build freezes when switching between ExclusiveFullScreen and FullScreenWindow FullScreenModes
Reproduction steps:
1. Open the attached project ("case_1265095-ExclusiveFullscreen.zip")
2. Make a Standalone (Windows) build and run it
3. Click the "Windowed FullScreen" button
4. Click the "Exclusive FullScreen" button
5. Click the "Windowed FullScreen" button again
Expected result: Cube continues to spin
Actual result: Cube freezes
Reproducible with: 2019.3.0b9, 2019.4.6f1, 2020.1.0a12, 2020.1.0f1, 2020.2.0a19, 2021.1.0a2
Not reproducible with: 2018.4.26f1, 2019.3.0b8, 2020.1.0a1, 2020.1.0a11
Notes:
1. Unity does not freeze completely - mouse clicks on the buttons are still registered, and re-entering fullscreen mode by clicking the button re-focuses the game and cube continues spinning
2. The issue also reproduces when switching between ExclusiveFullScreen and Windowed mode
3. The issue reproduces with both x86_64, and x86 builds
4. The issue reproduces with both Mono and IL2CPP backends
