[Windows] Alpha0 is not registered when combined with certain other keys
Reproduction steps:
1. Open the attached project "1413670.zip"
2. Enter Play mode
3. Press LeftControl + RightShift + Alpha0
Expected result: "Alpha 0" is logged in the Console window
Actual result: Nothing is logged in the Console window
Reproducible with: 2019.4.38f1, 2020.3.33f1, 2021.3.0f1, 2022.1.0b16, 2022.2.0a10
Notes:
1. Tested on remote Windows 11
2. Combinations reported by the user: RightControl + RightShift + Alpha0 and RightControl + RightShift + Alpha0 + Plus
3. Couldn't reproduce on macOS
4. LeftControl + RightShift + Alpha1 works properly in the reproduction project
