[Windows 8] The built project's window disappears when launching build in Windowed mode
1. Download and open repro project "New Unity Project.zip"
2. Open the "SampleScene"
3. Build the game("File->Build Settings..->Build)
4. Launch the build in the selected folder
5. Select "Windowed" option and press "Play!"
(--The attached video shows repro steps--)
Expected result: A window pops up with the built game
Actual result: A window pops up but instantly closes (see the attached video)
Reproducible with(only with Windows 8): 2018.3.1f1, 2019.1.0a12
