Window lock icon gets overlapped when more tabs than fits docking area are docked
How to reproduce:
1. Open the attached project "1251214.zip"
2. Keep clicking the arrow at the right side of the docking area where the Inspector window is docked until it disappears
3. Try hovering on the last tab of the docking area and then somewhere else in the editor
Expected result: the lock icon is always displayed at the right side of tabs in a docking area
Actual result: the lock icon disappears when hovering on the last tab
Reproducible with: 2019.3.8f1, 2019.4.2f1
Not reproducible with: 2018.4.24f1, 2019.3.7f1, 2020.1.0a1, 2020.2.0a16
Note: issue only occurs after opening the editor and will stop reproducing if any editor window is clicked
