[WinARM] Editor Windows can't be docked in the same tab using touch screen controls
Steps to reproduce:
1. Create a new project
2. Try docking the Game View window in the same tab as the Inspector window
Actual results: The Game View window handle is moved and interacts with other window handles, however it returns to the original position once released
Expected results: The Game View window is moved and docked in the same tab as the Inspector
Reproducible with versions: 2023.3.0a3, 6000.0.4f1
Can’t test with versions: 2021.3.39f1, 2022.3.31f1, 2023.2.20f1 (Windows ARM was not yet supported
Tested on (OS): Windows 11 ARM

Resolution Note:
Touch isn't fully supported in the editor workflow at present. It is something we'd like to address in the future.
