[Win7] VideoPlayer does not render .mp4 and .avi formats in Build
How to reproduce:
1. Open attached 'project-1170148.zip' project
2. Build and run the project
Expected result: video is rendered
Actual result: video is not rendered
Reproducible with: 2018.4.3f1, 2018.4.4f1
Not reproducible with: 2017.4.30f1, 2018.4.2f1, 2019.1.0a1, 2019.1.11f1, 2019.2.0a9, 2019.2.0b10, 2019.3.0a7
Could not test with: 2019.2.0a1, 2019.2.0a8 (could not import .mp4 file), 2019.3.0a8, 2019.3.0a10 (could not open project due to an existing bug)
Addition notes:
1) Reproducible only on Windows 7
2) The issue does not reproduce with .webm format
