[Win7] .mp4 video clip fails to play or transcode
To reproduce:
1. Open attached video
2. Find IBM Cloud Services Virtual Reality_injected.mp4 video
3. Try to play it in preview, scene or try to transcode it
Actual: Video doesn't play or transcode
Expected: Video should be played without any issues
Reproducible: 2017.3.1p1, 2018.1.f2, 2018.3.0a1
Only reproducible on Windows 7. Not reproducible on OSX or Windows 10. Video fails to transcode to mp4 and vp8 codecs.
Following error is thrown in console after failed transcoding:
WindowsVideoMedia error 0xc00d36b4 while reading C:/Users/QA/Downloads/case_1038406-CloudView/Temp/importedVideoClip.m4v

Error details: The data specified for the media type is invalid, inconsistent, or not supported by this object.
