Editor's Toolbar is sometimes replaced by a white bar when opening any Scene
Steps to reproduce:
1. Download and open the project "BarTest.zip"
2. Open any Scene in the Assets folder
Expected result: Editor's Toolbar is visible and functional
Actual result: Editor's Toolbar is replaced by white bar
Reproducible with: 2020.3.0f1, 2020.3.12f1, 2021.1.12f1, 2021.2.0b1
Not reproducible with: 2018.4.36f1, 2019.4.28f1, 2020.2.7f1
