[Animation Rigging] Weight of all Rigs reset to 0 when there are more than one Animation Layers
Reproduction steps:
1. Open user attached Project
2. Press Play (See that hand is not attached to the sword)
3. Exit Play mode
4. In the Animator window delete all Animation layers except "MovementLayer"
5. Press Play (See that hand is attached to the sword)
Expected result: Hand is attached to the sword despite having multiple Layers
Actual result: Hand is only attached to the sword when there is only one Layer
Reproducible with: 0.3.4-preview (2020.2.3f1), 1.0.3 (2020.2.3f1, 2021.1.0b4, 2021.2.0a3)
Could not test with: 2018.4, 2019.4 (Compiler errors)
