[WebGL] Video stutters when played on iOS
How to reproduce:
1. Open the attached Project "video-player-bug-0"
2. Build and Run the scene "Menu" to WebGL
3. Access the build on an iOS device
4. Tap the Play button in the top right
5. Observe the video
Expected result: The video plays with no stuttering
Actual result: The video stutters
Reproducible with: 2022.3.21f1, 2023.2.14f1, 6000.0.0b11
Could not test with: 2021.3.36f1 (video does not play on iOS WebGL)
Reproduced on:
- Safari, Firefox - iPhone 13 (iOS 15.0)
- Safari - iPad Air 4th Gen (iOS 15.2.1)
Did not reproduce on:
- Samsung Internet - VLNQA00144 - Samsung Galaxy S9 USA (SM-G960U1), CPU: Snapdragon 845 SDM845, GPU: Adreno 630, OS: 10
- MacOS Editor (Intel, 13.6.4)
- MacOS Player (Intel, 13.6.4)
- iPhone 13 (iOS 15.0)

I can also confirm this bug for Android WebGL.
For both WebGL platforms, iOS & Android:
after the entire video has been completed (played/downloaded) with lags, subsequent playback takes place without lags.
