[WebGL] URP template scene is empty in WebGL player
How to reproduce:
1. Create new URP template project
2. Switch platform to WebGL
3. Build and run
4. Observe build
Expected result: Scene looks the same like in Editor
Actual result: Scene is empty (in 2021.2 the scene only contains bucket)
Reproduced with: 2021.2.2f1, 2022.1.0a16
Does not reproduce with: 2021.2.1f1, 2022.1.0a15
