[WebGL] Some textures fail to load from asset bundles
To reproduce:
1) Open the attached project and scene
2) In the top menu bar, select "Bundles->Build"
3) Play it
Expected: 5 images are loaded
4) Build and run it for WebGL (Note: It must be built in a folder named "Build")
Actual: 2 images are loaded
Reproduced in 2017.4.0f1, 2018.2.15f1, 2018.4.0f1, 2019.3.0a3
Not reproduced in WinStandalone
