WebGl - Mouse wheel doesn't work on IE11
Steps to reproduce the issue:
1. Open and build to WebGL attached project's scene "BugScrollWheel".
2. Open build with IE11.
3. Try scrolling wheel - cube is not moving.
4. Open build with firefox/chrome.
5. Wheel scrolling works.
