WebGL: Leaving tab stops updating even with "Running in background"

-e: when you switch to another tab it stops updating, works switching to another program but the tab being the active one

-repro:
--build attached scene
--run in browser
--check log
--switch to another tab and wait a bit
--switch back
--NOTICE the update ticks didn't progress

    This issue is still continuing in "5.3.3f1 Personal".

    There's still a bug related to this in 5.2.2:
    Even with a framerate of 1 fps, the "deltaTime" of Update() doesn't represente the real elapsed time. Instead its value is the same as when the framerate was 50 fps (20 milliseconds).

    OK, I checked on it again and still classify it as resolved with 5.2.2.

    However due to browser limitations we can't have it run at full speed when in background so it ticks at around 1fps max when in background.

    We're seeing this bug too. Audio continues to play, but the scene is not updating.

    It's a critical problem for us and our gameplay, we really hope it will be fixed soon.
